Durant el novembre de 1977, es va realitzar a Mataró el Congrés de Cultura Catalana, i en el qual van participar entitats i professionals mataronins. Durant el congrés es va presentar una reunió que denunciava el poc aprofitament de l'aigua, la malversació d'aquesta, la contaminació dels aqüífers i la salinització.
