El 31 d'octubre i 1 de novembre de l'any 1976, el Partit Socialista de Catalunya, va celebrar el seu Congrés constituent, que culminava el procés de constitució com a nou partit, que va iniciar el 22 de juny del mateix any. Durant aquell moment, el Consell General del partit era format per 151 membres i un Secretariat General format per 15 secretaries. En la seva fundació, el partit va començar amb un total de 1601 afiliats.
