L'any 1976, després de la mort del dictador, Santiago Carrillo retorna a Espanya per diversos motius: dirigir el Partit Comunista Espanyol i el segon motiu és aconseguir la seva detenció a Espanya, així provocant una situació de tensió al govern i aconseguir que el govern legalitzi el PCE.
