En aquesta sèrie hi trobem les dues carpetes amb la documentació produïda pel màxim òrgan de direcció del sindicat abans del I Congrés, la Permanent. En efecte, ja a l’Assemblea de Barcelona de juliol de 1976 s’estableix la necessitat d’estendre aquest òrgan als rams, localitats, regions i nacionalitats. Al 1er Congrés de la CONC (maig de 1978), la Permanent serà substituïda per la Comissió Executiva.
A banda dels seus comunicats i resolucions, hi trobem notes manuscrites del desenvolupament de les seves sessions, així com algunes actes.
